Vision of a privacy-focused social network

My focus over the past few years has been on understanding and addressing the biggest challenges facing Facebook. This means taking a stance on important issues that matter to the future of the Internet. In this article, I will outline Facebook’s vision and principles around building a privacy-focused messaging and social networking platform. There are many things to do. In the development process, we are committed to open work and will consult with experts from the whole society...

For the past 15 years, Facebook and Instagram have been helping people connect with friends, communities, and interests in what amounts to a digital town square. But people also increasingly want to communicate privately in the digital equivalent of their living rooms. When I think about the future of the internet, I think a privacy-focused communication platform will become even more important than the open platforms of today. Privacy gives people the freedom to be themselves and connect more naturally, which are the reasons we build social networks.

Today, we see private messages, ephemeral stories, and small groups becoming the fastest growing areas of online communication. There are many reasons for this. Many people prefer to communicate one-on-one, or just with a few friends. People are more cautious about sharing content that has a permanent record. We also all want to be able to make payments privately and securely.

Public social networks will continue to play an important role in people's lives - connecting with everyone you know; discovering new people, ideas, and content; and giving people a broader voice. People discover valuable content every day, and there are many useful services that can be built on top of it. But now, people also want to communicate privately in various ways, which also gives us the opportunity to build a simpler platform that focuses on privacy first.

I understand that a lot of people don't think Facebook has the ability, or even the desire, to build this kind of privacy-focused platform, because frankly, we don't have a great reputation for building privacy-preserving services right now, and we've been focused on more open sharing tools. But we've shown time and time again that we can evolve to build services that people really want, including private messages and stories.

I believe that the future of communications will increasingly shift toward private, encrypted services. In such services, people can be confident that what they say to each other is safe and that their information and content do not exist forever. This is the future I hope we can help achieve.

We plan to build this platform the same way we built WhatsApp: focusing on the most basic and private use case - messaging - making it as secure as possible, and then building more ways for people to interact on top of that, including calls, video chats, group chats, stories, commerce, payments, commerce, and ultimately becoming a platform for many other types of private services.

This privacy-focused platform will be built around the following principles:

·Interact privately: People should have simple, intimate places where they can clearly control who can communicate with them and trust that no one else has access to what they share.

·Encryption: People's private communications should be secure. End-to-end encryption prevents anyone, including us, from seeing the content people share on our service.

·Reduce permanence: People should feel comfortable and should not worry that what they share will come back to harm them. Therefore, we do not keep information or stories longer than necessary to provide the service, or longer than people would expect them to be retained.

·Security: People should expect that we will make every effort to ensure their security when using our services, to the extent possible with encrypted services.

Interoperability: People should be able to contact their friends using any of our apps, and they should be able to communicate easily and securely across the web.

·Secure data storage: People should expect that we will not store sensitive data in countries with weak records on human rights such as privacy and freedom of expression, protecting data from inappropriate access.

In the coming years, we plan to build more services around these ideas. Along the way, we face decisions that will mean where to stand on important issues affecting the future of the Internet. We know there are many trade-offs that need to be corrected, and we are committed to consulting with experts and discussing the best way forward. It will take some time, but we are not moving in this direction behind closed doors. We will do this as openly and collaboratively as possible, because many of these issues affect different levels of society.

Private interaction is the foundation

Make a service feel private and never leave users wondering who they are communicating with. We work hard to build privacy into all of our products, including public sharing products. An important feature of the messaging service is that even as a user's contact list grows, a user's personal threads and groups remain private. As users develop friends over time, the messaging service grows gracefully and remains close.

This is different from broader social networks. In social networks, people can accumulate friends or followers until the service becomes more public. This is perfect for many important uses - tell all your friends something, lend your voice to important topics, find people with similar interests, track creators and media, buy and sell stuff, organize fundraisers, grow a business, or keep everyone you know in the same place. Still, when users see all of these experiences together, it feels more like a town square than a more intimate space, like a living room.

We have an opportunity to build a platform that focuses on all the ways people want to communicate privately. This sense of privacy and intimacy isn't just a technical feature - it's deeply integrated into the overall feel of the service. For example, at WhatsApp, our team focuses on creating an intimate environment in every aspect of the product. Even as we build features that allow for wider sharing, it's still a less public experience. When the team developed the groups feature, they set size limits to ensure every interaction was private. When we publish stories on WhatsApp, we limit public content because we worry that this practice may diminish the sense of privacy - even if it doesn't actually change who users share with.

In a few years, I predict that future versions of Messenger and WhatsApp will become the primary ways people communicate on the Facebook network. We're committed to making both apps faster, simpler, more private, and more secure, including end-to-end encryption. Then, we plan to add more ways to communicate privately with friends, groups, and businesses.

Encryption and Security

People expect their private communications to be secure and seen only by the recipients, not hackers, criminals, overreaching governments, or even the people operating the services they are using.

People are increasingly aware that the more entities that have access to their data, the more likely it is to be abused or compromised by cyberattacks. Some are also increasingly concerned that technology could concentrate power in the hands of governments and companies like ours. Some people worry that our services may have access to their information and use it for advertising or other ways they did not intend.

End-to-end encryption is an important tool in developing privacy-focused social networks. Encryption is fragmenting -- it limits services like ours from seeing what's flowing through it, and makes it harder for others to access user information. That's why encryption is increasingly important in our online lives, from banking to healthcare services. This is why we built end-to-end encryption into WhatsApp after acquiring it.

Last year, I spoke with dissidents. They told me that encryption is the reason they are free or even alive. Some governments often make illegal demands for data, and when we fight those demands in court, there's alwaysthe possibility that we'll lose -- if the information isn't encrypted, we'll either have to turn over the data, or failure to comply could result in employees being arrested. This may seem extreme, but we've had cases where an employee ended up behind bars for not providing access to someone's private information. In fact, we cannot access this information because it is encrypted.

At the same time, there are real security issues we need to address before we can deploy end-to-end encryption across all messaging services. Encryption is a powerful tool for protecting privacy, but also the privacy of bad actors. When billions of people are connected using the same service, some of them abuse it for truly horrific things, like child exploitation, terrorism, and extortion. We have a responsibility to cooperate with law enforcement and do everything we can to help prevent these actions. We're working to improve our ability to identify and stop bad behavior in apps by detecting patterns of activity or other means, even if we can't see the content of messages, and we'll continue to invest in this work. But we face an inherent trade-off, because when our security systems can see thisinformation, we will never discover all the potential harm we are doing today.

Finding the right way to protect privacy and security is a problem that society has struggled with throughout history. There are many unanswered questions and we will be consulting with security experts, law enforcement and governments on the best ways to implement security measures. We also need to work with other platforms to ensure the industry as a whole is doing the right thing. The more we can create a common approach, the better.

Overall, I believe that implementing end-to-end encryption for all private communications is the right thing to do. People conduct some of their most sensitive private conversations via messages and phone calls, amid growing cybersecurity threatsWith increased government intervention in many countries, people expect us to take extra steps to protect their most private data. This seems about right to me, as long as we take the time to build appropriate security systems to block bad behavior as much as possible within the confines of the encrypted service.

We have begun developing these security systems on top of WhatsApp and will be discussing these systems with experts throughout 2019 and beyond before fully implementing end-to-end encryption. As we learn more from experts, we will finalize how to roll out these systems.

Reduce Permanence

We increasingly believe that preserving information over a short period of time is important. People want to know that the information they share won't come back to harm them, and reducing the time their information is stored and accessed can help.

One challenge in developing social tools is the "permanent problem". Over time, we accumulate so much information and photos that they become both an asset and a liability. For example, many older Facebook users may have photos from their younger years, which can be embarrassing. But people also really like documenting their lives. If all posts on Facebook and Instagram disappeared, people would lose access to the wealth of valuable knowledge and experiences shared by others.

I think there is an opportunity to set a new standard for private communications platforms - content that automatically expires or is archived over time. Stories expire after 24 hours unless the user archives them, which makes sharing more natural. This philosophy can be extended to all private content.

For example, by default, information can be deleted after one month or one year. This will reduce the risk of the user's information reappearing and embarrassing him in the future. Of course, users can change the time frame themselves or turn off automatic deletion of threads if they wish. We can also provide users with the option to set their personal information to expire after a few seconds or minutes if they wish.

It also makes sense to limit how long we store message metadata. We use this data to run our spam and security systems, but we don't always need to retain this data for an extended period of time. An important part of the solution is to collect less personal data in the first place, which is how WhatsApp was built from the beginning.

Interoperability

People want to be able to choose the services they use to communicate with others. However, today if you want to message people on Facebook, you have to use Messenger; on Instagram, you have to use Direct; on WhatsApp, you have to use WhatsApp. We want to give people an option so they can connect with their friends over these networks from whichever app they like.

Interoperability has privacy and security benefits. For example, many people use Messenger on Android to send and receive text messages. These texts cannot be end-to-end encrypted because the short message protocol is not encrypted. However, with the ability to transfer messages across our services, users can send encrypted text messages from Messenger to someone's phone number in WhatsApp.

This can also improve convenience in many experiences. In these experiences, people use Facebook or Instagram as their social network and WhatsApp as their preferred messaging service. LiftFor example, many people who sell items on marketplaces list their phone numbers so people can send shopping-related messages. This is not ideal because the user is giving a stranger their phone number. With interoperability, users can use WhatsApp to receive messages sent to their Facebook account without having to share a phone number - and buyers don't have to worry about which network the seller prefers to message.

One can imagine many simple experiences like this - a person discovers a business on Instagram and easily transitions to their favorite messaging app for secure payments and customer support; another person wants to catch up with a friend and can send them a message to their favorite app without having to think about where the person likes to be contacted; or a user can simply post a day's worth of stories on Facebook and Instagram and get all of their friends' responses in one place.

Today, users can already send and receive text messages through Messenger on Android, and we hope to expand this functionality further in the future, perhaps including the new telecom RCS standard. However, before this becomes possible, we need to address several issues. First, Apple doesn't allow apps to interoperate with text messages on their devices, so we can only do this on Android. Secondly, we need to ensure that interoperability does not compromise the encryption expectations that people already use WhatsApp for. Finally, it creates security holes and spam vulnerabilities in encryption systems, allowing people to send messages from unknown applications because patterns in these activities are invisible to our safety and security systems.

These are significant challenges and there are many issues that require further negotiation and discussion. But if we can achieve this, we can give people more options to use their preferred services to securely reach the people they want to reach.

Secure data storage

People want to know their data is stored securely in a place they trust. Looking at the future of the internet and privacy, I think one of the most important decisions we will make is: where to build data centers and store people's sensitive data.

There are important differences between providing services in a country and storing people's data there. As we build infrastructure around the world, we choose not to build data centers in countries with a track record of violating human rights such as privacy or freedom of expression. If we build data centers in these countries and store sensitive data, rather than just caching non-sensitive data, it could make it easier for these governments to gain access to people's information.

Adhering to this principle may mean that our service is blocked in some countries, or that we cannot enter other countries as soon as possible. This is a trade-off we are willing to make. We don't believe that storing people's data in some countries is a secure enough foundation on which to build such important internet infrastructure.

Of course, the best way to protect your most sensitive data is not to store it at all, which is why WhatsApp doesn’t store any encryption keys, and we plan to do the same for other services in the future.

But storing data in more countries also sets a precedent that encourages other governments to seek greater access to their citizens’ data, weakening privacy and security protections for people around the world. I think it's important for the future of the internet and privacy that our industry continues to be staunchly opposed to storing people's data in places where it's not secure.

Next steps

Over the next year and beyond, we will also work out the many details and trade-offs associated with these principles. Much of this work is still in its early stages, and we are committed to consulting with experts, advocates, industry partners and governments (including law enforcement and regulators) around the world to get these decisions right.

At the same time, working through these principles is just the first step in building a privacy-focused social platform. Beyond this, we need to think deeply about all the services that are built on top of it - from how people make payments and financial transactions, to the role of businesses and advertising, to how we provide platforms for other private services.

However, it is crucial to get the answers to these initial questions right. If we do it well, we can create private sharing platforms that may be more important to people than the platforms we build to help them share and connect more publicly.

This means taking a stance on important issues related to the future of the Internet. As a society, we have an opportunity to clarify our stance on how we value private communications and who gets to decide how long data should be stored and where.

I think we should strive for a world where people can talk privately and live freely, knowing that their messages will only be seen by the people they want to see them, and won't stick around forever.
